[Davisgig] CBC California Broadband Cooperative | Digital 395 Middle Mile Project

Hi folks. After a successful conclusion to the agenda item at the Council, I thought I'd pass along one of the items mentioned by Lucas Frerichs. Obviously, Digital 395 is covering a lot of rural ground, while DavisGig is mostly concerned with a suburb. It's still interesting to see how they've structured their project partnership:
> As a public-private partnership among local and state agencies, organized labor and for-profit companies, [a cooperative] is the best organizational form that ensures representation by a wide range of interests in the Eastern Sierra. Praxis Associates, one of the key partners, has been designing and constructing fiber networks, as well as providing advanced network services to businesses and Indian reservations, throughout California for 5 years. Another key partner, Inyo Networks, is an existing telecommunications provider and will be responsible for management and business operations of the network.
