Russell, sorry to differ, but while some tech expertise will be needed (not necessarily in coding BTW), expertise in finance and on how best to educate Davis voters on the issue will also be needed. In addition, someone who can handle public hearings, which will be required once a concrete proposal is on the table, and community members who know nothing about this project, including folks who will vote against any tax. If you can properly educate those people, they will become the best advocates in preparation for an election. Some official representatives will also be needed, because they will help inform city council members, and will also represent municipal and school board interests.

Ideally, we'd want the task force to
be as nerdy as possible. A deeper
understanding of computing and networking, more than any
other factor,
would militate against the big monopolies. Also, people with
close ties
to BigCableCo will probably tend to be business-oriented,
not
technical.
So... we should advocate that task force members have some
serious
technical chops on their resumes, preferably quantified in
publications
accepted and lines of code written, rather than dollars
marshaled.
