[Davisgig] First Take on NTIA’s Newest Broadband Grant Program

I am stating only my *personal* opinion here, but the City of Davis is 
not a public entity willing to share risk in order to improve broadband 
delivery to Davis citizens. They provide not much talk and no action at 
all.
