According to a spokesman for the Governor, the original text of the bill would have faced certain veto.

The bill was on the January 26th agenda (https://muninetworks.org/content/hb-2108-committee-hearing-jan-26th-va-house?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625) for the House Labor and Commerce Committee, but Del. Byron chose not to present it after all. Instead, it will be on the February 2nd agenda.

TN Broadband Bill Jackpot For AT&T, Junk For EPB (https://muninetworks.org/content/tn-broadband-bill-jackpot-att-junk-epb?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625)

Tennessee Governor Bill Haslam doesn’t want the public’s money to pay for publicly owned Internet infrastructure. He has no problem, however, writing a $45 million check backed by taxpayers and payable to the likes of AT&T in Tennessee.

"A Little Song, A Little Dance, A Little Seltzer Down Your Pants"

On Wednesday, Haslam introduced the “Tennessee Broadband Accessibility Act,” (http://www.tn.gov/assets/entities/governor/attachments/012617_Broadband_Accessibility_One_Pager.pdf?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625) another state sponsored handout to the national Internet Service Providers who have made countless broken promises to expand to rural areas. The bill contains some provisions dressed up to look like measures that make big strides for the state, and will be helpful, but it's not ground breaking.

Companies, Associations Call On MO Committee To Kill SB 186 (https://muninetworks.org/content/companies-associations-call-mo-committee-kill-sb-186?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625)

As SB 186 sits patiently in committee, advocates of better broadband from the private and public sectors are banding together to share their thoughts on the bill. They believe that the bill will stifle attempts to improve connectivity throughout the state. In a recent letter (http://www.localnetchoice.org/wp-content/uploads/2017/01/JointOppMissouriSB1861-23-17-x.pdf?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625) to the Chair and members of the the Missouri Senate Local Government and Elections Committee (http://www.senate.mo.gov/lgov/?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625) , they laid out the other reasons why SB 186 should not advance.

Columbia County, Georgia: Community And Network Grow Together (http:// https://muninetworks.org/content/columbia-county-georgia-community-and-network-grow-together?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625)

Local officials in Columbia County, Georgia, wanted better public safety communications, synchronized traffic signals, and better connectivity for government facilities. They decided the best strategy was a publicly owned network and their decision is creating opportunities they hadn't anticipated.

When he considers how the county expanded its fiber network to improve economic development, education, and public savings, Columbia County Broadband Utility (C3BU) Broadband Manager Lewis Foster still sounds a little surprised. After all, Columbia County planned on using the network for a limited purpose, but then they realized the diversity of the asset. "It was almost an afterthought," he says.

Trump's FCC pick bodes poorly for net neutrality, broadband competition, but communities can fight back

Donald Trump picked his FCC chairman much earlier than anyone expected, though Ajit Pai is not a very big surprise. Formerly a lawyer for Verizon, Pai has been a constant voice in favor of large incumbent cable and telephone positions, especially opposing the Open Internet Order, known more commonly as network neutrality (http://www.savetheinternet.com/net-neutrality-what-you-need-know-now?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625) .

As bills in Virginia and Missouri state legislatures are up for review this year, take a few minutes to listen to Christopher Mitchell and Lisa Gonzalez discuss state preemption, past, present, and future in episode 10 of the Building Local Power podcast (https://ilsr.org/preemption-episode-10-of-the-building-local-power-podcast/?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625) .

John Farrell from the Institute for Local Self-Reliance talks to them about the power of lobbying at the state level and how large national providers aim to control the market by using state laws. We’ve seen it happen in about 20 states (https://muninetworks.org/communitymap?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625) and now local authority advocates are fighting to prevent HB 2108 (https://muninetworks.org/tags/va-hb-2108?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625) ("Byron’s Bad Broadband Bill") in Virginia and a repeat of last year’s battle in Missouri with SB 186 (https://muninetworks.org/content/companies-associations-call-mo-committee-kill-sb-186?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=1b79ed9dd9-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-1b79ed9dd9-82753625) . If those state restrictions are allowed to become law, better connectivity for rural communities will be even more difficult to achieve because municipal networks will be all but stamped out.
