This past summer, the community received word (http://broadband.masstech.org/press-releases/mbi-announces-grant-support-construction-mount-washington%E2%80%99s-%E2%80%98last-mile%E2%80%99-broadband?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=16bcda3800-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-16bcda3800-82753625)  that it would receive a $230,000 grant from the Massachusetts Broadband Institute (MBI), the state agency set up to administer federal and state funds for broadband network deployment. Mount Washington had already obtained special permission (https://muninetworks.org/content/Permission%20to%20Move%20Ahead%20Granted?utm_source=Community+Broadband+Networks+Newsletter+List&utm_campaign=16bcda3800-EMAIL_CAMPAIGN_2016_12_06&utm_medium=email&utm_term=0_171bbbcade-16bcda3800-82753625)  from the state legislature to proceed with a network sans a Municipal Light Plant (MLP). In Massachusetts, municipalities are required to establish MLPs to operate and manage any publicly owned Internet network. Because Mount Washington is so small, however, they felt creating another administrative entity would be an undue burden; state legislators agreed and created an exception for them in statute.

A bill titled the “Virginia Broadband Deployment Act” by its sponsor now contains nothing about “deployment” but retains provisions forcing publicly owned networks to reveal proprietary information that limit competition.

Part of the planning and infrastructure costs, however, can sometimes be covered by state and federal grants known as Community Development Block Grants (CDBG). CDBG funds, are distributed to 1,200 units of state and local government by the federal Department of Housing and Urban Development (HUD) and can go toward a variety of infrastructure and development purposes. When communities consider ways to use CDBG funding, they can get long-term valuable benefits by directing those funds toward Internet infrastructure.
