[Davisgig] City of Davis Staff Report on Broadband Released & Article about El Macero

Just a clarification of the city's strategic position regarding the
franchise:

In 2018, the city will not be the franchising authority. The state has
taken over that responsibility, and the licensing of Comcast will be rolled
into the state-wide franchise. That poses a problem for the city and
schools (the INET partners) because they will have no leverage with which
to guarantee reasonable terms for ongoing use of the fiber.

Ironically, the city will get the best deal from Comcast if municipal
broadband is a possibility, but one they still think they can discourage.
Probably the worst deal if the municipal fiber issue is decided -- either
way -- but not available as a replacement. That's why we hoped we could get
this done fast.
