Seems to me the more serious issue is the mayor's proposed utility users tax on the 2016 ballot. I doubt that both that and a parcel tax couls pass. Maybe this item could be rolled into the utility tax proposal. That could also increase the payback time to 30-40 years.

 As for pricing, I'd guess $300
 if there's no competition from a municipal offering.
 $75-$100 if there is.
