[Davisgig] Building for the Future: A New Federal Guide to Infrastructure Planning and Design

The White House has just released a new report on Infrastructure Pre-Development.
While it primarily addresses federal approaches, funding and resources for infrastructure
of all kinds, there are two pages that I've copied, as they are a fine guide for planning of
broadband infrastructure, and worth DavisGig considerations.   See attached .docx.
