[Davisgig] Email to council members before tonight

IMO, the first thought should be to take the item off the consent calendar, followed by the reasons to do that. They need to know that there has been a group of community members and technical experts who have already done much of the groundwork. Participants in DavisGig should be co-opted to work with city staff as part of a task force to establish the feasibility of FTTH, nail down cost estimates, hold public hearings and return to the council with a concrete proposal within six months.  

Monolithic emails are not required...
