It also proposes to eliminate all on-site parking requirements. For a more detailed description, please see www.No2Rezone.org Although the City Council voted in January to continue developing this proposed plan, at least three council members have stated that this is not a done deal and there is still time for public input. (Note that this plan would take effect next year.) To stop these provisions of the plan that would be harmful to existing neighborhoods, your voice is important. Even if you have already written to your Councilmember, we urge you to sign this petition so that we have a record of the numbers of people who are opposed to eliminating single family zoning and parking requirements. Dear Council member _______________ As your constituent, I urge you to remove all references from the draft Housing Element that: 1) Call for the elimination of current single family zoning by upzoning to allow ?duplexes, triplexes, and fourplexes in traditionally single-unit zones.? Because state law mandates that ALL single family zones can now have two Accessory Dwelling Units (ADUs) by right, changing existing R-1 Single Family zoning to allow duplexes, triplexes or fourplexes means that single family lots could have 4, 5 or 6 units per lot. This eliminates moderate density single family neighborhoods that many Sacramentans prefer to live in. 2) Blame single family zoned neighborhoods for racial discrimination and segregation. This belies the reality that Sacramento has many racially diverse single family zoned neighborhoods and that single family neighborhoods are desired by all racial groups. 3) Claim that the elimination of single family zoning will result in affordable housing for low income families. Increasing density in existing single family neighborhoods will not make any resulting additional units affordable. Rather, it will drive up housing prices and decrease the available single family housing supply, making housing even less affordable. Instead of densifying existing single family neighborhoods, the city should encourage: 1) Well developed higher density housing on existing large vacant parcels and underutilized commercial including malls. 2) Accessory Dwelling Units where they can be accommodated without overtaxing existing parking, streets and other infrastructure. 3) Effective programs to provide affordable housing including financial assistance to lower- and moderate-income first time home buyers. Also, please explain to me how the city will meet the Housing Element goal to ?protect[ing] existing residents and communities from displacement? when it is most likely lower income single family residential neighborhoods that will be targeted by investors to tear down or convert existing single family housing to market rate rentals.
