I spoke with Brett Lee and Diane Parro. <br>
<br>
Brett indicated that there will be flexibility within the task force
and we will not necessarily need to rigidly follow what it put forth
in this staff report.<br>
<br>
Sounds like we can, at its creation meeting, "bring the group up" on
what we have already done to move it along much more quickly, <br>
and not necessarily carry out all the items it directs if they have
been done this year. Encouraging. <br>
<br>
Diane sounded rushed, as understandable with it being right before a
meeting, and so I didn't talk with her much, aside from the fact
that she<br>
was not able to get a clear answer on whether or not this needs to
be voted on in 06.2016. <br>
<br>
She says it will likely be approved and not pulled from consent
because "its a busy night," though I wouldn't know why that would
be. <br>
<br>
Whats really great is to see such a tremendous response from
everyone on this list here, that has put care, <br>
thought, and energy into their responses and emails to council. <br>
<br>
So Jeff if you want to go ad make an initial public comment before
consent calendat,, you might want to remind the council that our <br>
citizen group has done a lot of planning and public outreach work
around fiber optic already, and encourage <br>
them to make sure their task force makes use of that, b/c time is of
the essence. <br>

Tell them too, its good for you and good for Davis. <br>

implementing fiber optic in Davis. We are prepared to get that RFP bid
out and started through donations raside by our 501c3 non profit, DCN
and DavisGIG volunteers so this task force can review it and make

What we don't want is to get trapped in a lot of surveys, meetings, and
repeat a lot of what DavisGIG has already accomplished over the year,
and THEN put out a call for this FSR. Better save City money to go into
preliminary engineering of whatever the recommended option the task
force choses based up a thorough study of the FSR balanced against
finances and needs.

A delay is only worthwhile if the council directs city staff to
work with DavisGig. Otherwise, it would most likely be wasted
time. City staff are already committed to their proposal, and
without direction will see no reason to change anything.
Other options would be to email city council members now, to
prepare them. The more emails, the better.

going to suggest also. A task force is a normal governmental
process for an issue like this. It is not the only way to
get this done but I don?t think that we can arrive at
another alternative that has support even within our small

I think this task force should be about municipal fiber

Davis, and not lets evaluate broadband connection types,

So perhaps not an alternative plan, just ask for some
time to work
with Staff to change the scope of the Task Force and
what it hopes
to accomplish.
Which would mean asking them to consider some amendments
to the
scope and work of the task force either before its voted
on tonight,

?public comment or asking it be postponed?
