This is the July Broadband Advisory Task Force meeting, and perhaps some other task force members could provide any additional details. It would be a great time, to come and see what is happening and please offer your support and anecdotes so Doug Dawson, the author, can get a better sense of any community desire for better broadband options. Please let your circles know. One of the big areas of concern, is adoption in apartment complexes, and so the Task Force would very much like to speak with apartment complex owners or apartment management companies. Please share with any you know of, or suggest contacts you might have. The group is known as DavisGIG, and it has developed over the last year into a formal group advising City Council. That is the Broadband Advisory Task Force, which is comprised of folks from the community, UCD and DJUSD, they are actively researching and considering this investment in the community. City of Davis finances and owns the fiber optic infrastructure throughout the community; the network infrastructure is managed and maintained by a community non-profit that has board level representation and investment from the City, UCD, DJUSD, chamber, MDUs, citizens; that infrastructure is leased on an open access basis to private ISPs to sell data, phone, voice services to residents of Davis. End users are customers of the ISP who then pays a portion of the monthly revenue collected to the non-profit, which takes some small percentage and delivers the rest to the City. So every month, part of your monthly internet, phone or Netflix (etc) bill goes back to fund the City. We see this as a strategy to give the city a tremendous long lasting asset that it will generate revenues from for decades, and help address the City's long term structural pension deficit. It will also stimulate economic diversity, and give residents more choices at better prices for Internet Access. Please see the attached Executive Summary. SO! The City has retained an industry leading firm, CCG Communications, to help evaluate the costs and potential revenues this could generate for the community. One of the big unknowns that could make or break this project would be adoption at MDUs. The CEO of that company would love to talk with as many MDU operators as possible as they help build the business case. Many other cities have property owners that have exclusive relationships with the Big 2, or are not allowing upgrades of infrastructure or right of way on property. The goal here is to provide all parcels within the City with the next generation of Gigabit Internet capability as an economic development investment, as well as, possible revenue source and major asset for our City government. The pre-engineering analysis is already underway, and the President of CCG, Doug Dawson, will have some preliminary costs in mind at this meeting. The Task Force will get an update on current engineering analysis progress, and will be having a collaborative discussion, refining the remaining scopes of the Study, and further steps. Undoubtedly, on Doug's mind is consideration of the strength of interest and enthusiasm for community adoption and use of municipal fiber optic network, as well as the business model about how its operated. Davis GIG has been advocating this innovative model: City of Davis invests and owns the fiber optic cable infrastructure, a community non profit manages operation and leasing of that infrastructure to private ISPs, multiple ISPs offer data/phone/TV bundled or a la carte to residents and businesses in the City.
