Big Day of GivingPlease include DCN in your Big Day of Giving on May 3rd, 2016. DCN has two important local projects that your donation will support. The DavisGIG project is the biggest that DCN has ever tackled and we urge you to give generously. Visit the DCN page at BIGDayofGiving.Org to help support DavisGIG and the DCN Toolkit. * *DavisGIG * will help bring community-owned, ultra-fast internet to Davis. High-speed Internet access is crucial infrastructure for a community like ours. It can help diversify the economy, attract and retain businesses, provide better, cheaper internet connections to our residences, address digital-divide issues, and create new revenues for our City. This asset, owned by our City, operated by our community, provides choice to residents for Internet, video and phone services . We need $125,000 to fund a Feasibility Study, the first milestone. An investment in our City's infrastructure is an investment in your future. * *The Nonprofit Internet Toolkit * is a variety of tools, resources, classes and support that could improve a nonprofit's effectiveness in serving its mission. Every nonprofit has fundamental needs. For example, all nonprofits need to inform, educate and/or inspire people about their organizations or causes. Many nonprofits need to manage their volunteers. All nonprofits need to communicate with their members and clients. These needs can often be met by applying the right tool to the task. Look up "Davis Community Network" at BIGdayofgiving.org on Tuesday, May 3rd. DCN is dedicated to helping local people take advantage of and benefit from the new information and communication technologies and services associated with the Internet and media convergence. DCN is a nonprofit education and community service organization founded in 1993. It?s doing so well, in fact, that a capital investment group will commit $9 million in long-term financing to the network, a loan that will allow ECFiber to expand and spend down some of its existing debt. ECFiber announced last month , that it will use about half of the funds to activate 110 miles of existing fiber this year and add 250 more miles of fiber in 2017 bringing the network to approximately 600 miles. Network officials will use the remaining funds to pay down $7 million in debt; the move will allow ECFiber to save money through reduced interest rates and spread out loan payments over a longer period of time. ... Valparaiso Embraces Dark Fiber - Community Broadband Bits Podcast 199 Tue, April 26, 2016 | Posted by christopher When Valparaiso, Indiana looked into solutions for a business that needed better Internet connectivity than incumbent providers were willing to reasonably provide, it quickly found that many businesses were lacking the access they needed. The market was broken; this wasn't an isolated incident. *Correction*: Lisa misspeaks in the intro, saying Valparaiso is northeast of Chicago. It is southeast. Valparaiso General Counsel & Economic Development Director Patrick Lyp joins us to discuss what Valparaiso is doing to ensure its businesses have the access they need in episode 199 of the Community Broadband Bits podcast. We discuss the need from local businesses and the dark fiber approach Valparaiso has started to encourage better choices in the ISP market. We also discuss the funding mechanism, which is tax-increment financing - a tool increasingly common in building dark fiber networks in Indiana. ... Listen to the Show Here ... New Details on Possible FTTP Network in Holland, MI Fri, April 29, 2016 | Posted by ternste In March, we wrote about a prospective municipal fiber network project in the western Michigan city of Holland. Holland?s Board of Public Works (HBPW) began a pilot test in January, offering gigabit speed services to three commercial buildings in the city via a system of dark fiber cable that the city has owned for more than two decades. Holland?s Board of Public Works (HBPW) has since released a study that details options for a citywide municipally owned Fiber-to-the-Premises (FTTP) network. Although the study is only a first step toward developing a final business plan for the network, it gives significant insight into the city?s plans for the project. ... Virginia Beach Growing Municipal Network For Savings, Development Mon, April 25, 2016 | Posted by Scott Virginia Beach has launched a $4.1 million capital improvement project to extend the city?s high-speed Internet network to all municipal buildings. The network will also offer connection spots on the system for colleges, businesses, and neighboring cities, according to the Virginian Pilot . The city (pop. 448,479) plans to more than double the reach of its municipal network, adding 73 more sites, including more police stations, fire stations, and libraries. Project work is currently underway and is expected to finish in the next year to 18 months. In addition to extending the municipal network, the project will include buying new networking equipment. The city is using money from its capital fund to pay for the project. ... Get More Information About the Great Savings in Virginia Beach Here ... Bloomington, Indiana May Bloom with an RFI Wed, April 27, 2016 | Posted by hannah ?The Gateway to Scenic Southern Indiana? could soon be the gateway to high-speed Internet access in Indiana. The city of Bloomington, Indiana, has undertaken several projects and events in order to empower the community to find solutions to its connectivity problems. The city of Bloomington issued a Request For Information (RFI) for a Fiber-to-the-Home (FTTH ) network on March 31, 2016. City leaders have taken this next step in order to make high-speed Internet access affordable and available to all of the city?s 80,000 people. *A Bull?s Eye: The RFI* Unlike the often-mentioned Request For Proposal (RFP), an RFI does not establish a plan of action. Instead, the RFI creates a procedure for Internet service providers (ISPs), contractors, and other companies to provide information on how they would create a network to best meet the needs of the city. The city's deadline to answer any questions from interested firms is April 28th and RFI responses are due on May 12th. ... Learn More About Their RFI Here ... Dark Fiber Network Brightens Prospects In Valpo, Indiana Thu, April 28, 2016 | Posted by lgonzalez Valparaiso, Indiana , is investing in dark fiber to stimulate economic development; it is deploying ValpoNet, a dark fiber network to serve local businesses and institutions. The city of approximately 32,000 people is a little over an hour southeast of Chicago and home to Valparaiso University, Purdue University North Central, Indiana Vocational Technical College, and several other colleges. The community also has a large manufacturing base and a number of hospitals and medical clinics, so there is an ample supply of entities with IT departments with the requisite knowledge to use a dark fiber network. *If At First You Don't Find Fiber...* In 2010, a regional economic development organization developed a report that identified the lack of fiber in "Valpo" and Porter County but no project developed. The city moved on to other things until 2014. A situation with a large financial information company in town breathed new life into the idea of municipally owned fiber. The company wanted to expand its facility and wanted to be sure it could access better connectivity. Several years earlier, there had been an ice storm at one of the company's home offices and, while they thought they had redundancy from the incumbents, such was not the case. They lost connectivity for days and from that point on, whenever they opened new offices, expanded, or relocated, redundancy was always a top priority. ... Since the inception of the 10-year agreement, computer and Internet use in schools has skyrocketed; Caswell County Schools now aim to have every child on a computer at school. RL ---------------------- California Department of Technology to Extend Fiber to City of Sacramento The partnership will also enable the state to become a service provider to local entities such as Sacramento County and California State University, Sacramento. BY NEWS STAFF / MAY 2, 2016 http://www.govtech.com/network/California-Department-of-Technology-to-Extend-Fiber-to-City-of-Sacramento.html?mc_cid=b10afe0572&mc_eid=8ea27387bb The Department of Technology in April agreed to extend the department's fiber ring to the city of Sacramento in an arrangement that the department says will save the city and the state money over the long term. "This agreement will replace leased, vendor provided, critical network FRS circuits with city fiber, saving CDT approximately $20,000 per month. Although CDT [California Department of Technology] was required to initially spend approximately $117,000 to build out seven sites, the cost will be recouped in less than 6 months once the CDT vendor fiber contracts are terminated. In return, CDT will become the Internet Service Provider for the City of Sacramento, allowing the city to eliminate costly vendor-provided ISP services," the Department of Technology announced on its blog April 28. The department also says the partnership will enable the state to become a service provider to other local entities, such as Sacramento County and California State University, Sacramento. The agreement with the city of Sacramento will help the state connect to the California Research Network (CalREN). The connections are expected to be finished this summer. The Department of Technology has been pursuing educational institutions as potential customers that would help the state scale up its private cloud and other hosted services. The California Department of Technology became an E-rate provider as of March 24. "The Schools and Libraries program, also known as the E-rate program, makes telecommunications and information services more affordable for schools and libraries in America. Mandated by Congress in 1996 and implemented by the FCC in 1997, E-rate provides discounted telecommunications, Internet access and internal connections to eligible schools and libraries, funded by the Universal Service Fund," the FCC explains. --------------------------------------------------------------- Richard Lowenberg, Executive Director 1st-Mile Institute 505-603-5200 Box 8001, Santa Fe, NM 87504, rl at 1st-mile.org www.1st-mile.org --------------------------------------------------------------- From rob at omsoft.com Thu May 5 12:36:22 2016 From: rob at omsoft.com (Robert Nickerson) Date: Thu, 5 May 2016 12:36:22 -0700 Subject: [Davisgig] Fwd: Next Steps: Davis/Nokia In-Reply-To: References: Message-ID: <572BA0B6.8060200@omsoft.com> Hi Fiber Folks of Davis This is an invitation to a conference call with some of the members of the Nokia team we met with on 4/20. If anyone wants to help me get the inputs together for that, I'd like to get a small workng group together to coordinate completing the document online. I dug this link up from my conference notes. Its a fairly detailed study on the economic impact the Chattanooga Fiber network has had there. I guess there is also a study from this Same UofT researcher done in 2006 at the beginning of their deployment. http://ftpcontent2.worldnow.com/wrcb/pdf/091515EPBFiberStudy.pdf Anyway - we should put this on our wiki. I'm presently moving houses AGAIN, and so am out of the picture for another week or so. As one of those peopel that struggled with the TIGHT rental market, I am glad though that I didn't have to move to Woodland. THANK YOU to everyone who generously donated to help move this project along. While we have a way to go to complete the process, we do have interest from The Broadband Advisory Task Force to review and perhaps be a part of the funding for the feasibility study, so that is very encouraging. Here are some quick updates. I have 10 LAWN SIGNS LEFT. Please pick up a lawn sign! 1930 5th St Suite C Davis CA 95616 1) RFP Status - We have 3 great respondents so far to our RFP. CCG Consulting, the Telecommunications Group, and Fibersmith Company, all leading and experienced in this area. Since the BATF and the City might want to participate as co-issuers of this RFP, we are extending the time line once, by a period of 3 months to accomadate the processes this document needs to go through in order to get possible City support. We will continue fundraising for the the report, in case the City will not be able to be a part of it in a timely way. 2) Executive Summary - Our next line of engagement is working with the business community. WE were not able to adequately fund raise there due to time constraints, but we plan to over the summer to support the FSR. In support of that, we have drafted an executive summary that will be sent to the DCOC CEO, and other contacts we have in the business community. If there are any people you all think we should direct this too, please email me privately. Here is the document, I'd like to send it out next Monday, and so please keep in mind it has to be tight and polished. https://docs.google.com/document/d/1d-vAElifZ4P_iw__K6P5r3dtJquOkTDqThG7rhorEJE/edit?usp=sharing 3) BATF meeting 5/25/2016 - 6:30 pm This will be the 3rd meeting of the BATF. Its my feeling that it would be good to have some of the people that have to come to the DavisGIG meetings over the past year to drop by for the beginning of the meeting. Please make a public comment, about why you think community owned fiber optic, is a good strategy for Davis. It would help "humanize" DavisGIG, which at this point, has a little bit of an us vs them mentality vis a vis the BATF. It would help the BATF to know that we are all just people that live and work in town, that are trying to help the City get out from under the Internet duopoly, foster economic development, and provide our city with a tremendous physical asset. So please come, stay for the first 15 minutes and tell the commissioners your broadband tale. 4) DavisGIG Committee Meeting - Wed June 8th 6:30 pm - location TBD - Lets have a beer and talk about -Engaging Business donors -Latest Vendor Interest -Business Case Analysis from Nokia SO please save the date folks. Please stay engaged and keep your neighbors engaged as well. And GET A LAWN SIGN! Those are the words of Gordon Petrie, the Mayor of the small west central City of Emmett, Idaho that is in the process of constructing its own fiber network . The Mayor and other city leaders have high hopes that the network will create economic opportunities in their city within this sparsely populated part of the country: ?Idaho is one of the least connected states in the union." Meeting the American Cable Association - Community Broadband Bits Podcast Episode 202 Tue, May 17, 2016 | Posted by christopher The American Cable Association (ACA) represents over 800 small and medium-sized cable companies around the United States, including many municipal cable and fiber-optic networks. This week, we talk with ACA President and CEO Matt Polka about what they do and how small cable companies are vastly different from the big companies like Comcast and Charter. We spoke after it was clear Charter's merger with Time Warner Cable would be approved, but before this article in Ars Technica effectively missed the point of Matt Polka's objection to the competition requirement in the merger. In our interview, we discuss the larger problem - that the federal government consistently puts its thumb on the scale to benefit the biggest cable companies at the expense of smaller ones. Forcing Charter to compete with Comcast would be a far bigger benefit to communities than having it take over small cable networks. We wrap up with a discussion about how smaller companies, which includes all municipal networks, are disproportionately impacted by regulations that do not distinguish between the biggest providers (that tend to cause the majority of problems) and the smaller providers (that bear the brunt of regulations designed for reigning in the problems caused by the big carriers). ... Palo Alto, CA, and Pikeville, KY, Release RFIs Wed, May 18, 2016 | Posted by lgonzalez Two new Requests for Information (RFI) were recently released in Palo Alto, California, and Pikeville, Kentucky. *Pikeville, Kentucky* Pikeville is open to both public ownership and Gigabit service via privately owned infrastructure. This community of approximately 7,000 residents wants Fiber-to-the-Premises (FTTP) for businesses, community anchor institutions, municipal facilities, and residents. The regional Appalachian Mountain community, with many jobs lost due to the shrinking coal industry, is turning to connectivity as a way to spur economic development. Pikeville?s RFI describes how service from existing providers is expensive and "sporadic." This RFI calls for a partner that will help the community develop an open access , affordable, financially sustainable network. In drafting the RFI, Pikeville?s officials made sure to note that low-income residents will not be left behind; bringing this asset to disadvantaged residents is a priority. ... Greenfield, MA, Humming With Hybrid Fiber-Wireless Thu, May 19, 2016 | Posted by ternste Residents and businesses in the rural Massachusetts Town of Greenfield are in the process of gaining faster and more affordable Internet service thanks a newmunicipally-owned hybrid fiber-wireless network . In November, more than 80% of voters passed a ballot referendum to authorize the city to create a nonprofit entity to construct and operate the network. While scheduled completion is not until spring 2017, some customers will be able to start service during the network?s construction period starting in July. Thanks to the Greenlight pilot program , customers and network operators are already experiencing the new service. Upon completion of an engineering study to iron out the precise plans for the network, the city will start construction of the 80- to 100- mile fiber network. There will be as many as 1,000 wireless access points. ... Read More About Greenfield's Approach Here ... Open access allows more than one service provider to offer services via the same infrastructure. The desire is to increase competition, which will lower prices, improve services, and encourage innovation. It seems straight forward, but open access can be more complex than one might expect. In addition to varying models, there are special challenges and financing considerations that communities need to consider. Tennessee Potential Partnership Between Morristown Muni and AEC Co-op - Community Broadband Bits Podcast 203 Wed, May 25, 2016 | Posted by christopher In Tennessee, this month marks 10 years of Morristown Utility Systems delivering fiber-optic triple-play service to the community, including great Internet access. But those living just outside the city and in nearby cities have poor access at best. MUS General Manager and CEO Jody Wigington returns to our show this week and we also welcome Appalachian Electric Cooperative (AEC) General Manager Greg Williams to discuss a potential partnership to expand Morristown services to those that want them. As we have frequently noted, Tennessee law prohibits municipal fiber networks from expanding beyond their electric territories. The FCC decision repealing that favor to the big cable and telephone company lobbyists is currently being appealed. But Tennessee also prohibits electrical co-ops from providing telephone or cable TV service, which makes the business model very difficult in rural areas. Nonetheless, MUS and AEC have studied how they can team up to use the assets of both to deliver needed services to those outside Morristown. We discuss their plan, survey results, the benefits of working together, and much more. ... Listen to the Show Here ... Muni In Muscatine: Upgrades, Speeds Up, Outperforms Mon, May 23, 2016 | Posted by hannah Cedar Falls may be the Iowa city famous for its Fiber-to-the-Home (FTTH ) network, but that won?t stop Muscatine. This small city of approximately 29,000 people is about to upgrade its aging network. For a little over a year, the municipal utility, Muscatine Power and Water (MP&W), has planned for the move to FTTH with funding from an interdepartmental loan. Now, FTTH is coming to Muscatine's MachLink Internet access service. MP&W expects to break ground this year on this $8.7 million FTTH project and to finish building the network in 2017. Fiber will offer speeds much faster than those available on the existing hybrid fiber-coax (HFC ) network. In anticipation, MP&W is increasing speeds for subcribers without raising rates. ... Lakeland Considering Its Next Step In Florida Tue, May 24, 2016 | Posted by lgonzalez In August 2013, we reported on Lakeland, Florida?s dark fiber network that serves local schools, government facilities, and local businesses. Over the past year or so, community leaders have discussed whether or not to expand the use of Lakeland?s fiber resources. A 2015 feasibility study suggested several other ways to use Lakeland?s existing 330 miles of fiber infrastructure to enhance connectivity for economic development and residential access. As the city examines its finances and its future in the coming months, city leaders are considering six avenues to meet the community?s needs. The options, some recommended by consultants, vary in type and investment and the City Commission will begin discussing the possibilities as they meet in the upcoming months. ... Potentially Exciting News for Another Florida Fiber Network ... OK, Just What Does Open Access Mean Anymore? Wed, May 25, 2016 | Posted by christopher In our experience, just about every community considering building a community network considers open access . They want to enable new choices for services and often would prefer the local government avoid directly competing with existing service providers, for a variety of reasons. However, we are only tracking 30 open access networks on our just-released Open Access resource page . Many of the communities that start off enthusiastic about open access ultimately decide to have a single service provider (themselves or a contractor) to have more certainty over the revenues needed to pay operating expenses and debt. We believe this will change as the technology matures and more communities embrace software-defined networks (SDN) -- but before tackling that topic, we think it is important to discuss the meaning of open access. On a regular basis, I get an email from one deep-thinking person or another that says, "That network isn't really open access." They almost always make good points. The problem is that different people embrace open access for different reasons - they often have different expectations of outcomes. Understanding that is key to evaluating open access. ...
