[Davisgig] Gigabit connections on the increase

Lets make Davis one of the cities that starts  an open access community 
owned  fiber optic network in 2016

I've started asking about the Task Force and when its  meeting to move 
this forward. If I get no response in some  days
Its time to start agitating in other ways.
