Most of what we need to do over the next many months will fall easily within the terms of DCN's authorization letter from the IRS. Working with DCN would allow the contributions that create educational and planning materials to be considered deductible donations. If there is a balance remaining in the account DCN keeps for community broadband after the city decides to proceed, that could be used for all sorts of connected purposes, like setting up the governance system. If and when a parcel or bond is sent to the voters, Davisgig should form a campaign committee (which is a lot easier than forming a 501c3) and do this transparently, with all required filings. Contributions to the campaign committee would not be deductible. That actually seems to me to be a very nice division of financial labors. (MDU ). When looking for new homes, many more renters and owners are now considering FTTH a necessity. Several studies have established that fiber raises the value of single family homes by $5,000 - $6,000 on a home valued at $300,000. A July 2014 survey , commissioned by Broadband Communities magazine and conducted by RVA LLC indicates that similar results influence MDUs. Clearly, access to FTTH adds measurable value to real estate. The study examined numerous factors related to knowledge, use, satisfaction, and adoption of FTTH related to MDUs. RVA broke down the results by age, economics, and education attained. While some results were surprising, others were predictable. For example, level of education attained is not necessarily consistent with knowledge of the benefits of FTTH. The study reflects that those with a graduate degree did not have the same appreciation for the technology as those with some college less than a four-year degree. ... More on the Studies Here ... Comcast Merger Wrap-up and Anti-Monopoly Policy - Community Broadband Bits Episode 148 Tue, April 28, 2015 | Posted by christopher In the aftermath of the Comcast/TWC merger being effectively denied by the Department of Justice and Federal Communications Commission, we thought it was a key moment to focus on antitrust/anti-monopoly policy in DC. To discuss this topic, we talk this week with Teddy Downey , Executive Editor and CEO of theCapitol Forum as well as Sally Hubbard , Capitol Forum senior correspondent and expert on antitrust. We start off with the basics of why the Comcast takeover of Time Warner Cable posed a problem that regulators were concerned with. From there, we talk more about the cable industry and whether other mergers will similarly alarm regulators. We end with a short discussion of what states can do to crack down on monopolies and the abuse of market power. Along the way, we discuss whether DC is entering a new era of antimonopoly policy or whether this merger was just uniquely troubling. ... Listen to the Show Here ... ECFiber Seeks New Business Model Designation Mon, April 27, 2015 | Posted by lgonzalez ECFiber hopes to transform its business model in order to attract investors, reported Valley News in February . The organization is now an "inter-local contract," an entity somewhat unique to Vermont, but seeks to change to a "telecommunications union district." Similar to a municipal utility district, the telecommunications union district is created by two or more municipalities. The new business model would not change ECFiber's governance or require financial support from local towns but officials believe it would attract more outside investors. Last year, ECFiber announced it would expand in 2015 , seeking large scale funding to help speed up deployment. Since 2008, the organization has raised over $6 million for deployment from individual investors and now serves more than 1,000 subscribers. Unfortunately, this method financing slows expansion. ... Longer Discussion and Explanation Here ... FCC Opens Spectrum; Creates Citizens Broadband Radio Service Wed, April 29, 2015 | Posted by lgonzalez On April 17th, FCC Commissioners voted unanimously to expand the use of spectrum previously reserved for U.S. Army and Navy radar systems. The FCC Report and Order creates the Citizens Broadband Radio Service (CBRS) which establishes rules for shared use by licensed and unlicensed users. This is a step forward to ensuring we are getting the most use out of the spectrum - by allowing different entities to share the spectrum when it is not being used in some geographic areas for the purpose it was originally allocated for. Milo Medin of Google explained this plan at Freedom to Connect - watch his presentation here . According to the FCC Press Release [PDF] , sharing will be managed with a three-tiered approach: In addition to the protected incumbent tier, the Report and Order authorizes two commercial tiers of use in the Citizens Broadband Radio Service. The General Authorized Access tier, which allows any user with a certified device to operate without seeking any further Commission approval, will permit low-cost entry into the band, similar to unlicensed uses. A Priority Access tier will make geographically targeted, short-term priority rights to a portion of the band available through future spectrum auctions. One or more Spectrum Access Systems, operated by private commercial entities, will facilitate coexistence among the different user tiers. ... Vallejo Commits to Develop Fiber Master Plan Thu, April 30, 2015 | Posted by lgonzalez Vallejo recently hired Jory Wolf, CIO from Santa Monica, to help develop a fiber optic master plan, reports the Times Herald . A fiber network now controls the city's intelligent transportation system (ITS) and Vallejo wants to build off that asset to encourage economic development. Wolf was the key player behind Santa Monica's master plan, which led to the development of its Institutional Network and CityNet, a fiber optic network for business connectivity. According to the article, Vallejo's master plan is expected late this fall. Last year, we highlighted a letter to the editor from resident Chris Platzer who suggested using Vallejo's ITS fiber network as the foundation to deploy a municipal network. A number of communities we study take advantage of fiber assets and conduit put in place as part of transportation control, including Martin County in Florida; Arlington, Virginia ; and Aurora, Illinois . The Vallejo ITS includes approximately 11 miles of fiber and was built in the 1990s. ... But, another component of that is where people work that have the incomes to spend locally in the first place. I think there is an argument to be made that having a good network here will attract telecommunters that will bring in outside revenue and will help prop the city up by bringing money inside the borders of Davis. Dakota County Expanding Fiber Network Thu, May 07, 2015 | Posted by lgonzalez Minnesota's Dakota County community leaders are planning to expand their existing fiber optic network, reports Blandin on Broadband's Ann Treacy . Dakota County plans to perform some upgrades in addition to the expansion. They hope to collaborate with municipal and state government as well as a local school district. In addition to connecting more public facilities, a key benefit of this expansion will be to improve traffic signals along several busy corridors. Dakota County is taking advantage of transportation projects and its dig once policy to install conduit and fiber. I was mulling the "Sports park" proposal, and it occurred to me that more people would benefit from a gigabit fiber network than from a number of playing fields. Economically and educationally, there's much more for kids and local businesses (even if soccer and baseball teams eat a lot of oranges and chips, which my employer sells). As for pricing, I'd guess $300 if there's no competition from a municipal offering. $75-$100 if there is. And, of course, with Comcast's unrivaled (not in a good way) service. I find the crest confusing. With a little study I realized that it represents some enthusiastic people, but on first glance it looks like a crown, which has no intuitive connection to the project. 2. I prefer the monochrome blue, which would probably look good in grayscale as well. I find the red jarring; it reminds me of blood. The green/blue mix looks muddy to me. 3. Kudos to the artist, who clearly put a lot of thought and work into all the variations. Attorneys filed a Petition for Review in the 4th Circuit Court of Appeals similar to the one filed by the State of Tennessee in March. The Petition is available for download below. Our official comment: "Attorney General Cooper must not realize the irony of using state taxpayer dollars to ensure less money is invested in rural broadband, but we certainly do," says Christopher Mitchell with the Institute for Local Self-Reliance. "State leaders should stand up for their citizens' interests and demand good broadband for them, rather than fighting alongside paid lobbyists to take away those opportunities." Like Tennessee, North Carolina makes an attempt to stop the FCC's well-considered Opinion and Order by arguing that the FCC overstepped its authority in violation of the Consitution. The FCC addressed this argument in its Opinion and Order along with a myriad of other potential arguments. For detailed coverage of the FCC's well-considered decision, we provided information on highlights of the decision back in March. ... More on This Disappointing Development Here ... According to a recent Decorah Newspapers article , the six community anchor institutions (CAIs) that collaborated to deploy the network recently met with the city council to discuss the future. The 11-mile network began serving CAIs and an additional 18 facilities in 2013. After a 2008 flood that knocked out communications, the city, county, and school district began planning for the network. Eventually, the project grew to include Luther College, the Upper Explorerland Regional Planning Commission, and the Winneshiek Medical Center. BTOP funds paid for much of the approximate $1 million deployment but contributions from participants supplied an additional $450,000. ... More on the Future of MetroNet Here ... Princeton, Mass, Setback in Muni Fiber Quest Thu, May 14, 2015 | Posted by lgonzalez Folks in Princeton, Massachusetts have anxiously awaited better broadband for about two years as community leaders explored ways to deploy fiber in the community. According to the Telegram , the wait will be even longer than expected. The tentative deal between Princeton and Matrix Design Group for a public private partnership is over. As we reported last December , 90 percent of voters attending a special town meeting approved a measure to borrow funds to get deployment started. Princeton planned to use $1.2 million for make-ready measures to pave the way for Matrix to install its FTTH network. The town would not have to pay any more to construct the network, but they would be sacrificing control over the infrastructure. ... Read the Rest of this Update from Princeton Here ... Happy Friday! In-Reply-To: References: Message-ID: Todd, There are not many grants available to Davis or communities like it, for muni. broadband. Federal (USDA + other) funding is being allocated to very underserved rural and underserved inner city communities. The NTIA link was for now completes federal stimulus (ARRA) funded projects. There are funding sources available for applications development, for schools and libraries, for city/county emergency communications and more, but not for infrastructure. Particular investors would look very favorably upon Davis, though. In fact, while start-up grants may be helpful, a well planned muni. network should be financially viable, generating enough phased income to pay for phased deployment, for operations and management and for future growth, while keeping subscriber rates low, without need of grants or subsidies. A university community the size and cultural make-up of Davis, should have no problem planning, deploying and maintaining an open access, application-rich, FTTP, tiered service network. They want to tell people about it, but truth be told, Internet Access is confusing, another board member said people think of internet like its magic. So I'd like us to refine and work up a sentence or 2 that captures the whole concept. Here is one... City Owned Fiber Internet tubes provides MegaBroadband to residents, with private company service partners. I want to tell people "wake up; this is important for our future" but more politely ;) Ideally, the response to a statement like the one above is one or more questions we're ready to talk about: - What do you mean we're way behind? - Why is it crucial? - Don't we have high-speed Internet? - Why can't the private sector do this without involving the city? - What would it look like if we did it ourselves? - What are other communities doing? It's also good to talk about the speeds, but it's not a sentence that encapsulates concisely what the project is. People need that statement, so when they tell their friends about it at the grocery store, the meme can spread. I'm moving houses this weekend, but should have more time starting next week, to lend more effort.. Thx RAN On 5/21/2015 10:33 AM, Steve McMahon wrote: > I'd say concentrate on the problem. Here is a list of some things volunteers have accomplished. - We now have a logo, a vinyl printed banner of the logo. - We have a draft of a long form talk for service and community groups. - We have social media links on our test website, and a paypal donation mechanism. - We have one letter done for the Enterprise. - We have checked the DFM regs for having a table and are ready So its time to get out there, and talk to our community, and build excitement for this coming project. There are 2-3 more things that need to be in place before we hit the communtiy as a whole with the news, but those should be relatively easily done by the first week of June. Following our aforementioned published PR plan we will be tabling on Saturdays at the DFM throughout the month of June, and *NEED VOLUNTEERS* to come and populate the table, eager and excited about community-owned fiber broadband. Please see the document here: https://goo.gl/xFFYgu and sign up to take a shift. If you are ambitious and have time there are some 2-3 tasks left to do, plus please free to add any you think are missing in the PR area. 2) DCN as a Fiscal Agent for this project DCN volunteers have created a draft MOU Agreement to be the Fiscal Agent for our efforts. Part of the PR effort of course involves raising funds to get the project rolling and approved. They have moved that a seperate General Ledger account be created specifically to recieve and distribute funds for the effort to make community owned broadband fiber a reality in Davis. Please contact me off list if you are interested in being part of editing this draft from the Davis Gig group. I'm exempting myself, from this as I'm on the DCN board. We also need someone willing to authorize and sign to it as a representative of Davis GIG, the ad-hoc citizens committee. 3) Fresh Website A new version of the site is available at www-test.davisgig.org. This was also done to make the front end of the site more easily maintainable by the current web team volunteers. The backend has not changed. This has incorporated Davis imagery, social media links, and a counter. You can now donate through the paypal link button. Please do so, so we can purchase PR materials from local Davis businesses. I'd like to invite everyone on this list to please take a look, and donate what you can. usr: test pas: 123test 4) Meeting in June? Anyone want to have a regular meeting? My thoughts are, there will be a lot of effort put in this month, so perhaps we should just see how it goes with the outreach, see if people signup, and if donations begin to roll. -- Rob Nickerson CEO Om Networks UCD Class of 96 C: 530-848-3865 If we have helped you in a positive way, please give us a good recommendation at daviswiki.org , and/or yelp.com . I haven't had much time to get involved, but I do think I can help with some things. I printed the logo on 36" polypropylene banner material and it came out beautiful, both the design and the printing. I've been wondering if the presentation would be better if we made a banner incorporating the logo and some bullet points in a rectangular form factor. That would give us something that would fit nicely on the front of a table and would be the right shape for a bumper sticker. Attached is an example of what I'm talking about. Note that I am neither a writer or a graphics artist, I'm just throwing out an idea. If you like the concept, please redo it artistically and textually so that fits with the style and goals of the group. I'd be happy to print as many banners as needed and look into getting bumper stickers made. best, -jim stewart Robert Nickerson wrote: > Hi Folks > > Attached is our new logo. > > This will be on a variety of materials. > Quickly though on > > 1) Vinyl banner for tabling > 2) Handouts > 3) Stickers > > THANK YOU to everyone that helped make it happen. > > Again, another item needed for this effort > provided by locals, to help make this happen. > > Specifically Davis based designer Samantha Almaguer > , > > So we are sending this out to you all to get advice on the colors. > > Personally my pref is to go with the pallete from UCD, or DHS (which our > website has I guess) > > Anyone have strong opinions one way or another? > > Thanks > -- > Rob Nickerson > > CEO > Om Networks > UCD Class of 96 > C: 530-848-3865 > > If we have helped you in a positive way, please give us a good > recommendation at daviswiki.org , and/or > yelp.com . > Please like us on Facebook > . and put us in your > circle at Google+ > > > _______________________________________________ > > Please ref our wiki for details, documents and contacts: > > http://www.dcn.davis.ca.us/~help/dokuwiki/doku.php?id=start > > Davisgig mailing list > Davisgig at list.omsoft.com > http://list.omsoft.com/mailman/listinfo/davisgig > -------------- next part -------------- A non-text attachment was scrubbed...
