Good background info. on so-called Smart City applications and reasons.
Davis and UCD are a key part of the Sacramento Regional Smart Region Initiative,
first described by Valley Vision and the Capitol Region Institute in 2001.

It may (not sure) be worthwhile to consider regional/county networking, as it 
directly impacts Davis Gig planning, backhaul connectivity, rural partnerships, phasing and more.
