[Davisgig] A key argument to public access

One argument for public access internet is that the existing media providers
have a damaged business model that means they may not be able to fulfill any
contractual obligations they accept.
In particular, the new model of on-demand media means that the cable
providers will no longer be able to sustain their businesses. Wall Street
seems to agree.
